Shepherdstown’s parking permits (residential, guest, employee) will expire on June 30, 2020.

A grace period of the entire month of July will be given to renew permits. You may renew your

permit(s) at the Shepherdstown Police Department located at 104 North King Street, first floor,

during regular business hours (8:30 a.m. – 4:30 p.m.) Monday through Friday) with the office being closed from 12-1 p.m. for lunch.

Renewals will not be accepted before July 1.  The Police Department will also be open Saturday, July 11 and 25 from 8:30 a.m. to 12:30

p.m. to accommodate renewal requests. Please bring your expired guest and employee hangers with you for recycling by the

Shepherdstown Police Department.

The Shepherdstown Police Department request that you bring your vehicle(s) to the Police Department

to have the expired permit removed and the new permit affixed to your windshield. Residents must

present their vehicle registration and driver’s license displaying their physical address.

Municipal Election:

As a result of Governor Justice's executive order, Shepherdstown's June 2 Municipal Election has been rescheduled to Tuesday, July 21, 2020.

The election is for the positions of Mayor, Recorder and five Town Council Members.  Sample Ballot

Voter Registration:

June 30 is the deadline to register to vote in the municipal election.  For more information about registering to vote, contact the Jefferson County Voter Registration Office at 304-728-3246 or go online to http://www.jeffersoncountywv.org/find-it-fast/voter-registration-elections . To be eligible to vote in the municipal election, you must a registered voter residing within the corporate limits of Shepherdstown.  To verify if you reside within the corporate limits, call the Town Clerk at 304-876-2398.

Voting by Absentee Ballot:

July 15 is the deadline for Town Hall to receive all Absentee Ballot Applications  The application must be completed in the applicant's own handwriting (not typed).  See application for complete details.  The application can be mailed to P.O. Box 248, Shepherdstown, WV, 25443, faxed to 304-876-1473, or emailed to clerk@shepherdstown.us .

June 5 - July 16 - Absentee ballots are mailed to voters who submitted an application.

An absentee ballot is considered received in a timely manner:

• If it is received by mail no later than the close of polls on election day.
• If postmarked by the U.S. Postal Service with a date on or before the date of the election;
• If it is received before the beginning of the canvass;
• If it is not postmarked and received by mail no later than the day after the election; or
• If it is received by hand delivery to the recorder no later than the day before the election (note: no person may hand-deliver more than two ballots)

Early Voting:

July 8 - 18 - Early Voting takes place at the Shepherdstown Town Hall from 8:00 a.m. to 4:30 p.m. Monday through Friday and the last two Saturday's (July 11 and 18) before the election from 9:00 a.m. to 5:00 p.m.   A voter does not have to provide a reason for voting during this time.  The voter does not complete an application for early voting in person.

With the Governor's announcements of allowing the rollout of the reopening of businesses in West Virginia, the Town and a task force of stakeholders initiated a campaign to set the tone of Respect, Protect and Appreciation for our visitors to wear masks and do social distancing to make our community a safer one. This campaign includes a Town Resolution, a series of posters to be placed prominently around town and a social media marketing campaign to be implemented by the Shepherdstown Visitors Center.

Dear Mr. Mayor, Town Recorder, and members of the Town Council,

As you know, Shepherdstown Shares has been responding to the Covid-19 related needs of Shepherdstown area residents and laid off employees for more than two months. Here is a look at the programs and projects we are working on now.

1. Food Support - We spend just under $1000 every week to provide support to Shepherdstowners through two programs. One, we distribute electronic gift cards to Food Lion for laid off workers and families in town. Two, through our partnerships with Jay and Honor Thomas of the Lellybelle Cafe and Shepherd University's Tabler Farm, we stock a free pantry with food, toilet paper when we can find it, and feminine hygiene products. As restaurants will soon be opening, we are making arrangements to use another space for that pantry. Lellybelle is also offering free meals to those who are hungry.

2. Work for Workers - We have an informal labor exchange introducing community members who have no-contact casual work done to laid off workers. As government support has reached workers that program has shrunk from many dozens of workers to just over a dozen, several of whom are doing this work nearly full-time as they wait to see if their old jobs will be available again.

3. Angel Shoppers - People at heightened risk from Covid-19 should not go to grocery stores so we do it for them, free of charge.

4. Information - We provide a forum for both local information and official reports, forms, and data. Our website will soon go live, making it even easier to find out about grants and loans for individuals and businesses, links to official sites, news reports, and links to sign up for our own programs.

5. Clothing drive - We are conducting a clothing drive on behalf of struggling families in our area. We will be offering children's clothes, and also "dress for success" clothing to prepare people to look for new jobs.

5. Book drive - There are many children in our community who have no books of their own. We are collecting children's books for all ages and interests. Some will go to the day report center to benefit the children of people in addiction recovery. Some will go to the Empowerment women's shelter. The bulk will be handed out by the Shepherdstown Lions Club when they distribute the monthly food packets made by Kidz Power Packz.

6. Contact tracing - Working with Dr. Reidy, Shares has collected more than a dozen people to be trained for the Jefferson County Health Department's contact tracing task force. As and when more need arises, we will respond to Dr. Reidy's requests.

7. Narcan Training - Shares arranged for the Health Dept. to conduct an online training session and provide free Narcan prescriptions to 17 people now prepared to save a life. We have interest from the public in holding another and will work with the Health Dept. to do that.

7. Skills Inventory - Our businesses may be able to get more government grants and loans, and may be able to raise capital from traditional lenders. But they lack critical guidance. In order to support our business community, we are gathering two types of volunteers to offer confidential services to those who want them. One, CFAs and MBAs to analyze the business' financial position. Two, retired business leaders willing to act as mentors. We are aided in this recruiting work by the Lions, Rotary, Kiwanis, and Masons, as well as by the University and SAIL.

8. Covid Cleaning Crew - We have a group of volunteers who will be cleaning public spaces, especially on weekends. This crew will be available to clean tables and chairs after every use if we have an outdoor dining area on the lawn at McMurran Hall.

Most of our funding comes from generous individuals in the community, although we have received news of a substantial donation from the Episcopal Diocese of West Virginia, as well as smaller amounts from Our Shared Plate, and both the Shepherdstown Lions and Rotary. Chris Stroech has been kind enough to help us with forming a corporation and beginning our 501(c)(3) application. Until then, we are using the Lions Club as our fiscal agent so donations to us are tax deductible.

We are participating in the JC CVB's re-opening committee, working with WV EP Mask Effort (to which we gave all the volunteers and supplies of our own mask project), with the Shepherdstown Ministerial Association, and with the Business Organization of Shepherdstown. We are exchanging information and best practices with several other towns in the Mid-Atlantic and elsewhere.

If it wishes, the Corporation can help Shares by mentioning our work in public, putting everyone who asks about Covid-19 services in touch with us, and making sure we are aware of any grant opportunities you learn about. I'll be on the call tomorrow in case anyone has a question.

Re: Information you should know about the West Virginia Comeback Plan

Week 2 of the W. V. Comeback is scheduled to begin May 4, 2020.  This is the plan for week 2:

• Small businesses with less than 10 employees
• Profession Services (by appointment only and waiting in the vehicle instead of inside) (guidance will be given by the board or commission that regulates each profession)
  • Hair and nail salons, barbershops
  • Dog grooming
• Outdoor dining at restaurants
• Churches and funerals with limited gathering size
  • Every other pew, physical distancing, face coverings

ALL with physical distancing, sanitization, face coverings

WEST VIRGINIAS SHOULD CONTINUE TO

• Continue to practice physical distancing
• Wear face coverings in public where other social distancing measures are difficult to maintain
• Follow statewide Stay at Home Order until lifted
• Follow all county Health Department regulations
• Telework when possible

CONDITIONS FOR REOPENING TO SLOW, STOP OR REVERSE

• An unexpected increase in COVID-19 positive hospitalizations
• Significant outbreaks of community-based transmission (not clusters or outbreaks in nursing homes or vulnerable communities)
  • This could be on a county by county or regional hotspot basis
• Cumulative Percent of Positive Test Results surges above 3%
